UK narrows Belarus, China pipe duties, revokes Russia
The UK has extended the anti-dumping duty on welded tube and pipe from Belarus and China till 30 January 2026, but only for three of the four UK Global Tariff commodity codes to which it previously applied. The duty on product from Russia has meanwhile been revoked.
The ad valorem duty rate for Belarus and China are 38.1% and 90.6% respectively. The measures affect welded pipe up to 168.3mm in external diameter, which is usually imported under HS codes 73 06 30 41 20, 73 06 30 49 20 and 73 06 30 77 80. They exclude line pipe for oil or gas pipelines, casing and tubing for oil or gas drilling, precision tubes, zinc coated or plated pipe that is not threaded or threadable, and pipe with attached fittings suitable for conducting gases or liquids for use in civil aircraft.
The portion of the duty that has been varied refers to welded pipe from Belarus that is subject to both anti-dumping duty as well as UK safeguard duty in place since 1 July. The ad valorem duty on this product is 13.1% instead of 38.1%.
“Following the likelihood of dumping and likelihood of injury assessments, TRID/TRA concluded that the anti-dumping duty on welded tubes and pipes from Belarus and China should be narrowed,” the UK government says in a note seen by Kallanish. “TRID/TRA also concluded that welded tubes and pipes from Russia were unlikely to be dumped into the UK.”
Moreover, anti-dumping duties on pre- and post-stressed concrete (PSC) wires and strands from China no longer apply, following a TRA report recommending that the duties be removed.
