China promises more flexibility in 2017 capacity cuts
China has already achieved its 45 million tonnes/year steel capacity elimination target, according to the National Development and Reform Commission (NDRC). It says however that capacity cuts will have more flexibility in relation to market conditions in the future, Kallanish notes.
